Dutch gambling regulator fines 711 €886,000

The Dutch Gaming Authority (Ksa) has imposed a fine of €886,000 on 711 B.V. for failing to comply with the duty of care towards players.

An investigation into ten player files showed that during the period February 2022 to June 2024, the provider did not intervene sufficiently with players who showed characteristics of risky gaming behaviour, such as high losses, frequent gambling and night-time gaming activities. The Ksa found violations in all the files investigated.

711 did not properly analyze the gambling behavior of users and did not take the right measures to intervene. This allowed players’ gambling behavior to get out of hand, which could lead to significant losses for some players.

According to Ksa chairman Michel Groothuizen, the fine underlines the importance of a well-organized duty of care. The regulator conducted additional investigations into providers who may have failed in their responsibility towards players. These investigations are now leading to several duty of care fines.
