The Dutch Gaming Authority addresses Bet365 regarding underage betting offers

Regulation

The Netherlands Gambling Authority (Ksa) has contacted bet365 about offering prohibited sports betting.

This involved bets on matches involving football teams with players under 21 years of age. According to the Betting and Gaming Act (Wok), bets on sports matches for participants under 21 are prohibited due to the increased risk of match-fixing. Because younger players are more easily influenced, such bets are considered vulnerable to manipulation.
Ksa Audit

An audit by the Ksa revealed that both One Casino and bet365 offered a betting option on a football match for teams with players under 21 in 2025. Because this violates the law, the Ksa has initiated discussions with the providers about this.

The discussion with One Casino revealed that an incorrect system registration led to a match between teams with football players under 21 being classified as an international friendly. The provider canceled the bets, compensated players, and announced additional measures.

Bet365 also offered a betting option on a match between teams with footballers under 21 due to a registration error. This one-time error has been corrected. The company has conducted an inspection and will now implement additional automated systems to prevent recurrence.

These cases clearly demonstrate that providers must continuously maintain their systems and controls and implement appropriate safeguards to prevent violations. Responsibility for the offering rests solely with the provider at all times.

Last December, the Netherlands Authority for Consumers and Markets (Ksa) published updated guidelines on “Commitment to Integrity.” These guidelines aim to improve the integrity of sports betting offerings and thus reduce the risk of match-fixing.
